The Ministry of Public Security issued three newly revised departmental regulations: the Regulations on Motor Vehicle Registration, the Regulations on the Application and Use of Motor Vehicle Driving Licenses, and the Measures for the Administration of Scoring for Road Traffic Safety Violations.
The Regulations on the Application and Use of Motor Vehicle Driving Licenses and the Measures for the Administration of Points for Road Traffic Safety Violations will come into force on April 1, 2022, and the Regulations on Motor Vehicle Registration will come into force on May 1, 2022.
Among them, the Measures for the Administration of Points for Road Traffic Safety Violations have made major adjustments to the driving license scoring rules.
Previously, a number of driving offenses with 12 points deducted were reduced in the demerit value.
Specifically,
Driving a motor vehicle that does not conform to the permitted driving type, does not hang the number plate or deliberately obscures the defaced number plate, which is adjusted from 12 points to 9 points;
If the flight after a traffic accident causing minor injury or property damage does not constitute a crime, the previous demerit point of 12 points has been reduced to 6 points. Those who do not install the number plate in accordance with the regulations will be reduced from 12 points to 3 points.
However, in addition to the downward adjustment of the score, there are also provisions for the addition of the scoring regulations.
12 points are awarded for “accepting penalties and demerit points for traffic violations on behalf of the actual driver and seeking economic benefits”.
In addition, if a motor vehicle driver accumulates 12 points in a scoring period, the traffic management department of the public security organ shall detain his motor vehicle driver’s license, issue a certificate of compulsory measures, and serve a full score education notice to notify the motor vehicle driver to participate in the full score study and examination.
